Division of Housing and Community Development

The Division of Housing and Community Development is responsible for carrying out the federally funded Community Development Block Grant (CDBG) and HOME investment Partnership Programs. These monies are available to provide qualified county residents and municipalities a variety of services including housing rehabilitation and home ownership, economic development, public facility improvement, and public works/infrastructure improvements. Programs covered by allocated funds are:

Owner Occupied Residential Rehabilitation

This program is designed to assist homeowners in making necessary repairs to their homes. Eligibility is strictly based on income, family size and type of improvement. Being handicapped, elderly or disabled does not automatically qualify you for the  program. Click here for income guidelines

Eligible improvements include but are not limited to plumbing, heating, electrical, roofs, walls, ceilings, steps, railings, wells, septic systems, weatherproofing, lead removal, handicap accessibility. This program is not intended for cosmetic repair i.e. painting, decks, siding.  

Home Rehab application

Homebuyer Program

This Program is intended as a means of stabilizing property values and overall quality of life in targeted neighborhoods throughout the County. The major objective is to increase the supply of affordable housing for low and moderate income families. By providing assistance in the form of down payments and closing costs. Gloucester County allows more low to moderate income applicants to qualify for a mortgage.  Click here for income eligibility.

Community Housing Development Organization (CHDO)

At least 15 percent of HOME funds must be set aside for specific activities to be undertaken by a special type of non-profit called a Community Housing Development Organization (CHDO). HUD provides certain criteria to quality as a CHDO. To learn how to become a certified CHDO and obtain funding please click here. The County of Gloucester requests proposals for qualified projects from certified parties.

Public Facility/Public Works and Infrastructure

Financial assistance awarded to municipalities for projects including the removal of architectural barriers to meet ADA improvements, community/youth centers, parks and recreation facilities, reconstruction of streets in low/moderate income neighborhoods.
