The Gloucester County Surrogate administers a court which is certain to touch the lives of every person in the county at some time.
My responsibility as Surrogate is to oversee the administration of the many services offered by this Surrogate's Court.
My staff and I have compiled valuable information and forms to assist you on all matters affecting estates, guardianships, adoptions and probate matters.

|In keeping with the wide jurisdictional power of the Surrogate as a Constitutional Officer, she serves not only the residents of Gloucester County, but she offers her services to all others from any part of the State of New Jersey, as well as non-residents wherever they may reside, with respect to matters within her jurisdiction in Gloucester County. Helene has been appointed to the Supreme Court Judiciary-Surrogates Liaison Committee and to the CIC Advisory Committee. |
The services rendered by the Surrogate are many, some of which are: Probating of Wills; Appointing an Administrator of an estate when someone dies without a will, Appointing a guardian of minor children due to monies being received as a result of inheritance or by award from the Court for damages received, Processing complaints to have someone declared incapacitated and scheduling the same for Court, processing adoptions and scheduling the Court date.
Helene M. Reed became the Gloucester County Surrogate on January 2, 2008. Prior to her election to the Constitutional Office of Surrogate, Helene served on the Gloucester County Board of Chosen Freeholders for 9 years.
Helene attended Rutgers University and was a certified Hospital Access Manager. Mrs. Reed was Director of Admissions at Kennedy Hospital, Washington Township Division. Early in her career, she worked for Kaiser Broadcasting, Methodist Hospital in Philadelphia and for a Philadelphia law firm.
Helene is the mother of three children and lives in Monroe Township. She has served on the Monroe Township Council from 1991-1998. For several of those years, Helene served as Monroe Township 's Council President. Helene also served her community as chairperson of the Monroe Township Welfare Board, member of the Monroe Township Planning Board, the Township Zoning Board, Monroe Township Administrative Committee and as commissioner to the Tri-County Joint Insurance Fund (JIF).
As a Freeholder, Helene served as liaison for the Department of Health & Public Safety which consists of the Department of Health & Senior Services, Medical Examiner, Emergency management, Emergency Management Council, Emergency Medical Services Council, Emergency Response, Fire Marshal, Adjuster's Office, Commission on Women, Mental Health Board and the Autonomous Board Oversight Committee. Helene is also Past-President of the New Jersey Association of Counties and is now serving on their Foundation Board.(http://www.njac.org/) Helene serves as the Chair of the Rowan University Board of Trustees.
